Quebec Manpower Grants

1: Overview (As Of January 2014)

Based on current Legislation ( as of January 2014 ) the available routes for manpower training subsidies are from Emploi Quebec. The grants will cover two distinct phases

Phase 1: Recruitment

Phase 2: Actual Training

In all cases:

  • A detailed plan must be submitted in advance to Emploi Quebec prior to commencement to obtain their approval
  • Requests for grants that are well documented will obtain the quickest approval
  • Grants will be highest when hiring current unemployed persons

2: Grants for Phase 1: Recruitment

Emploi Quebec will provide financial assistance to carry out the following tasks as it relates to hiring new workers

  • Prepare Job Offer
  • Develop Strategy how to publicize offer
  • Develop strategy how to interview and select candidates
  • Develop strategy how to receive and integrate new employee to your organization

Subsidization for Phase 1 may cover:

  • In house salary to carry out the above steps
  • Consultants fees to carry out the above steps

In all cases:

    A formal request must be presented to government prior to proceeding in order to obtain their approval The amount of support is decided on a case by case basis by the "conseiller" assigned to your file . The time delay for approval may be 1 to 4 weeks .

3: Grants for Phase 2: Carrying Out Actual Training

The most lucrative grants will be awarded under the

3.1 Grants for Hiring Immigrant and Visible minority program.

This applies when an employer hires a technically skilled person who is unemployed and has difficulty in finding a job for reasons of being an immigrant or part of a visible minority.

The grants may cover up to 30 weeks of the trainees salary in addition to a portion of the trainer's salary. In certain exceptional cases the subsidy may go up to 52 weeks.

In all cases:

3.2 Grants for Hiring Handicapped Persons

Grants are available when hiring handicapped persons.

In all cases

  • A formal request must be presented to government prior to proceeding in order to obtain their approval.
  • The amount of support is decided on a case by case basis by the "conseiller " assigned to your file.

4 Consulting Fees

Our consulting fees are based on an hourly basis. We do not participate on the grants our clients receive. In all cases we work to the best of our ability to present our clients' needs in an honest and straightforward fashion to maximize the grant support and minimize the processing delay.

We do not guarantee government support level or the time it may take to process a request. Wherever possible we will provide a fee estimate prior to commencing work. To authorize an assignment we will request that a signing authority signs a letter of engagement accompanied by retainer deposit.

5.1 Outils d'aide au recrutement

Une préparation adéquate est nécessaire si vous voulez intéresser une personne à joindre vos équipes de travail. Voici les principales étapes pour accueillir du nouveau personnel :

  1. Préparez une offre d'emploi qui décrit bien les tâches et les responsabilités du poste offert. Consultez la page Préparer une offre d'emploi.

6 Note 2 : PRIIME Program

6.1 Employment Integration Program for Immigrants and Visible Minorities (PRIIME)

Are you looking for your first job in Québec in your trade or occupation? If you are an immigrant and haven't yet had a chance to work in your own field in Canada or the U.S, the Employment Integration Program for Immigrants and Visible Minorities (PRIIME) can help open doors with potential employers.

Your new employer could receive a subsidy to cover certain additional expenses related to hiring you, such as the salary of a support person, training costs or the cost of specific integration measures.

6.2 Who is this program designed for?

To be eligible for this program, you must meet a number of conditions, including the following:

  • you must have had permanent residency status for less than 5 years or belong to a visible minority (born in Canada or abroad)
  • you have never worked in your trade or occupation in Canada or the United States

6.3 How does it work?

  1. Go to your local employment centre (CLE) and meet with an assistance officer, who will assess your needs and make sure that this program is the best solution for you. You can do your job search on your own, or you can get help from a CLE assistance officer.
  2. Once you've found a job, the CLE will make the necessary arrangements with your employer, if he or she is eligible for the program.

To help you settle into and keep your new job, your CLE will support you for as long as you participate in the program.

IPOP, an employment integration project for foreign-trained persons referred by a professional order The IPOP program was created for foreign-trained persons who wish to carry on a trade or occupation governed by a professional order in Québec. Its goal is to:

  • help beneficiaries find their first job in their own trade or occupation
  • provide financial assistance to employers who hire foreign-trained individuals
  • The immigrant or member of a visible minority group must be:
    • trained in another country, meaning that he or she received training and a diploma in an eligible trade or occupation outside Canada
    • referred by a professional order with a view to his or her participation in an IPOP project by means of a letter of attestation confirming that he or she is authorized or has legal authorization to carry on the trade or occupation in question

7 Note 3: Pour Intégrer et Maintenir les Personnes Handicapés.

Emploi-Québec met à la disposition des employeurs différents moyens pour favoriser l'intégration et le maintien en emploi des personnes handicapées. Vous pouvez notamment obtenir de l'aide-conseil d'une ressource spécialisée pour vous aider pour l'embauche ou le maintien en emploi d'une personne handicapée, et cela, sans frais.

Grâce à la Subvention salariale, vous pourriez recevoir une aide financière pour embaucher une personne handicapée qui éprouve des difficultés temporaires à intégrer un emploi.

Le Contrat d'intégration au travail pourrait vous accorder une aide financière pour l'embauche ou le maintien en emploi d'une personne handicapée nécessitant des adaptations.
